Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from different nations. Considerable effort is devoted on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from across the border, a capability provided through current data. From vantage locations, defense planes that had been scrambled to counter approaching guided weapons flew past – sophisticated military planes delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on international aid – a need that regional partners are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from believing that the status quo will not change more in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its favour.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a just a single week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
